John Stout from Go Roof Tune Up says:
The existing Edge Metal should last longer than the shingle roof. If the Edge Metal is damaged, bent, or unsightly, it should be replaced.
It is completely acceptable to reuse the existing Edge Metal if it is in a satisfactory condition.

Yes, during the new shingle installation, the drip is installed after the roof deck has been prepared. If the underlayment over the deck is felt-based, then the drip edge should be installed first, and the felt paper should go over the drip edge. If self-adhering membrane underlayment is used for water and ice dam protection, the underlayment can be installed over or under the drip. If under, a separate striping ply would be used over the drip edge.
